Draft Minutes of Annual Parish Council Meeting Held on Tuesday 21st May 2019 at 7.30 pm in Greatford Church
Present : Councillors: Nigel Ashby (Chairman) David Anderson (Vice Chairman), Ibis Channell, Jon Workman, Philip Britton, Gemma Taylor.

1019/19 Opening of meeting: The Chairman, Nigel Ashby, welcomed those present, and asked if anyone objected to their name appearing in the minutes. There were none
1020/19 Apologies: Richard McDermott, Dani Wheeler. (late attendance from Rosemary T-B and Kelham Cooke)
1021/19 Election of Chairman:
Nigel Ashby informed the meeting that he did not stand at the Election on 2nd May so we need to elect a new Chairman.
It was proposed by Cllr. David Anderson and seconded by Lois Webb that Jon Workman be-elected as Chairman, there were no other nominations, all in favour, carried.
The Clerk thanked Nigel for all his dedicated hard work on so many issues in the village, including unpaid hedge cutting, and much more throughout the past 20 years on the Council, many of which as Chairman, and also his tremendous help and support to her.
1022/19 Election of Vice Chairman:
Cllr Philip Britton was proposed by Cllr Workman, seconded by Lois Webb There were no other nominations, all in favour, carried.
1023/19 Election of Responsible Financial Officer (RFO)
The Clerk proposed Cllr David Anderson, seconded by Jon Workman. There were no objections, carried.
1024/19 Declaration of acceptance of Office and Declaration of interests: Pecuniary Interests:
As there were the right number of candidates, the Election on May 2nd was not contested. Our Parish Councillors are now : Jon Workman, David Anderson, Ibis Channell, Gemma Taylor, and welcomed on to the PC is Philip Britton.
All the Councillors had signed the Declaration of Acceptance of Office (D.of.A) forms, and Pecuniary Interest forms and handed them to the Clerk, to be sent of to the Offices in SKDC before the beginning of June.
The elected Chairman signed the form (with the Clerk witnessing his signature) to be put on file, as did the Vice Chairman and Responsible Financial Officer.
1025/19 Expense Forms : All Candidates at the Election had to fill out expense forms. These were handed in at the meeting, and the Clerk will send them off to SKDC as procedure. No expenses will be paid regardless if any claimed!
1026/19 Election of Clerk.
Lois Webb was asked if she was willing to continue and she agreed for a while longer! proposed by Cllr. Workman, seconded by Cllr. Gemma Taylor, there were no other nominations; all in favour, carried.
1027/19 The minutes of the AGM of the Parish Council of 22nd May 2018 had been circulated prior to the meeting, and were proposed for approval by Cllr. Workman, seconded by Cllr Anderson and signed as a true record. All in favour. In future it should be called the APCM not AGM, as notified by LALC to the Clerk .

Were also circulated, agreed by all and signed as a true record.
Matters Arising
1029/19 Trench across the road by the Church Bridge was filled in on 11th April by OpenReach
1030/19 Footbridge on Footpath no2. behind Greatford Gardens was replaced . The Clerk wrote to Andrea Philpot of Countryside Alliance to thank her for getting it done.
1031/19 Potholes from Greatford to Uffington reported some months ago are mostly done. The Chairman suggested everyone should report potholes to LCC on their web site
1032/19 Pavements. Clerk yet to contact Highways.
1033/19 Hare Bridge. This subject of naming the bridge leading to the Church was discussed again with alternative historic names (eg Eayrs, as this name was on an 1837 map being the land on which the bridge crossed), After discussion, it was decided that, as Hare was used by a workman many years ago to inform his Company gravelling the adopted road to the Church where he was, it bore no historic relevance to anything important, Church Bridge was the appropriate and well used name Decision: to leave it as it is.
1034/19 Grit Bin shovel. The Chairman thanked Ibis for generously purchasing a new shovel for the grit bin on the Steadings corner.

1036/19 S19/0418 Mr Paul Morris, The Steadings,- take down a dead willow tree. Granted

1039/19 S18/0378 Ash Tree, Carlby Road, decision granted. Will be taken down by the LCC.
1040/19 Village Hall : Alison Horton reported to the meeting that the Village Hall Christmas party had made a significant amount of money, (840) and it was Alan Kaye’s vision to use it to have new toilets professionally installed, with incidental work (painting, spring cleaning etc) to be done by volunteers in the village. Sadly Alan passed away just before the Christmas Party, which he and others had worked so hard to organise. It was a very popular and well supported event, so they hope that Alan’s vision would be completed in his memory.
1041/19 CCllr Rosemary Trollope-Bellew and DCllr Kelham Cooke arrived, and apologised for being late as they had been attending another earlier meeting.
The new Chairman, Jon Workman, welcomed them and congratulated them both on their win in the County Elections on 2nd May
CCllr Rosemary T-B congratulated the candidates (Jon Workman, David Anderson, Philip Britton, Ibis Channell, and Gemma Taylor) on their uncontested elections to Greatford Parish Council. 3.
1042/19 DCllr Kelham Cooke updated us on the leisure facilities, the Big Clean, St Martins Park in Stamford, and INVESTSK.
Both Rosemary and Kelham were thanked for their attendance and comments.
1043/19 Flood Wardens Report Chris Granville-white
Although there has been some welcome rain in recent weeks for farmers and gardeners, the river level has remained very low.
Following some strong winds during late March, Emma Kirk (Environment Agency) came to Greatford on 5 April to see more of the river upstream of Greatford, and as an update to her visit in early Dec. This river walk with Mike Stonestreet (Deputy FW), Paul Morris (Steadings) and me was along the open bank on the Steadings (South) side of the river to have a good look across the river at the condition of the north bank, with its many trees and bushes close to the edge (including a few broken branches trailing in the water).
This provided a new perspective for Emma to help inform the study work at the EA. I followed up by sending her some photos from recent years at differing heights of water, together with other background information on bank scouring, etc.
1044/19 Welland Rivers Trust Report by Chris Granville-White
At the Greatford Parish Council meeting on 26 Mar, Chris French (Welland Rivers Trust) gave a short briefing on their activities, and to see whether Greatford would be interested in being involved in the research and monitoring of the river through Greatford because of the obvious link with our flood warden activities. During email correspondence since then, Chris French has said that if there is interest in Greatford joining their River Wardens programme, he will be happy to run through the survey with us, which he thought could tie in well with the monitoring work we already do on the West Glen river.
Once the updated methodology is finalised and the equipment available he will be training up a new River Warden group in Edenham on the East Glen sometime in June, during an afternoon or weekend session. He will let us know when it will be taking place to check whether Mike Stonestreet and I are available to join in to learn Chris added that he will provide an update once this has taken place.
1045/19 The Stile along Village Street to Footpath PF866 leading down to the River Glen. Several villagers have asked if this stile can be removed and a gate put in its place, because some dog walkers (and non dog walkers!) are having difficulty getting over it. It was agreed that the Parish Council would replace it with perhaps the old gate removed from the village hall/playing field. The Clerk would check with the Footpaths Officer if we would be allowed to do it ourselves.
1046/19 The Chairman commented that the two main constructions in the village (Manor House Farm and Greatford Mill) had caused very little commotion during the year of the work being done, were very sympathetically done and would enhance the village street scenes.
